Mesut Karakoç


I am an Assistant Professor in the Department of Political Science and Public Administration at Adana Alparslan Türkeş Science and Technology University and a Senior Fellow at the University of Delaware’s Institute for Public Administration.

My research examines how public institutions respond to technological change, with a particular focus on cybersecurity policy and governance. I study cybersecurity planning in U.S. state and local governments, cybercrime trends, and data breaches. My broader interests include environmental governance and the management of public spaces.

I hold a Ph.D. in Urban Affairs and Public Policy and an M.P.A. from the University of Delaware. I teach courses in public policy, public administration, cybersecurity, and social science research methods.
